(Minghui.org) July 20, 2023, marks the 24th year since the Chinese Communist Party (CCP) began to suppress Falun Gong. Falun Gong practitioners in 44 countries submitted another list of perpetrators to their respective governments, urging them to hold these individuals accountable for the persecution of Falun Gong in China. The practitioners asked their governments to bar the perpetrators and their family members from entry and to freeze their overseas assets.

Among the perpetrators listed was Li Chenglin, the current deputy governor, deputy secretary of the Political and Legal Affairs Committee and director of the Public Security Department of Shanxi, and former chief prosecutor of the Liaoning Provincial Procuratorate.

Li Chenglin

Title and Position

Li Chenglin previously served at various levels of government in Jilin Province. He was a member of the Regulations Division of the General Office of Changchun Municipal Government and Municipal Engineering Company. He also served as a clerk at the Legal Affairs Bureau of the Jilin Provincial Government, before being promoted to be a deputy section-level inspection assistant, and then the deputy director of the political department at the Jilin Provincial Procuratorate.

Between November 2000 and November 2001, he served multiple roles as the deputy director of the First Trial Section of the Supreme People’s Procuratorate; director of the General Office and director of the Public Prosecution Division of the Jilin Provincial Procuratorate; director of No. 4 Office of Disciplinary Inspection and Supervision of the Standing Committee of the Jilin Provincial Commission for Discipline Inspection; and deputy director of the Jilin Provincial Supervision Department.

In 2014, he became the deputy secretary of the CCP leadership group and vice president of the Jilin Provincial High Court.

Between May 2019 and January 2020, he served as the secretary of the CCP leadership group, deputy chief prosecutor, and acting chief prosecutor of the Liaoning Provincial Procuratorate; as well as a member of the Political and Legal Affairs Committee of Liaoning.

In January 2020, he was promoted to be the secretary of the CCP leadership group and chief prosecutor of the Liaoning Provincial Procuratorate and continued his role as a member of the Political and Legal Affairs Committee of Liaoning.

From January 2023 to the present, he serves as a member of the CCP leadership group and deputy governor of the Shanxi Province, deputy secretary of the Shanxi Provincial Political and Legal Affairs Committee, secretary of the CCP Committee, and director of the Shanxi Provincial Public Security Department.

Major Crimes

Since the persecution started in 1999, Li served multiple major leadership positions in the procuratorates and courts of Jilin and Liaoning Provinces, where the persecution is most severe compared to other parts of the country. Among the 4,980 death cases confirmed by Minghui.org as of August 13, 2023, Liaoning ranked second with 626 deaths and Jilin was the fourth highest in the country with 525 death cases.

When Li was still the acting chief prosecutor of the Liaoning Provincial Procuratorate, he said on January 15, 2020, during his annual work report: “Liaoning Province in 2019 approved the arrests of 213 cult members and indicted another 261.” Most of the indicted practitioners were later sentenced to prison and subjected to relentless torture while serving in prison. Some passed away as a result and others were injured or became disabled.

Highlights of Persecution in Liaoning Province

Persecution in 2022

According to collected information by Minghui.org, 29 Falun Gong practitioners died of persecution in Liaoning Province in 2022, and 88 were sentenced to prison, with the oldest practitioner being 82 and the longest sentence being seven years. Another 119 practitioners were tried.

During a group arrest in Jinzhou City on November 27, 2021, 11 practitioners were seized from Ms. Kang Guiyun’s home. Among them, seven were sentenced by the Linghai City Court following a hearing on July 13, 2022.

- Ms. Zhang Yingling, 61, and Ms. Jin Xiaomei, 52, were each sentenced to 3 years with a 5,000-yuan fine.- Ms. Kang Guiyun, 70, was given 2.5 years with a 5,000-yuan fine.- Ms. Liu Yurong, 60, Ms. Li Shufang, 80, and Ms. Chen Wenxue, 77, each got one year and fined 2,000 yuan.- Ms. Liu Baolian, 81, was sentenced to one year with two years probation and a 2,000 yuan fine.

Mr. Yin Guozhi, of Jianping County of Liaoning Province, was arrested on September 26, 2019. The arrest came after he spent ten years on the run to hide from the police. The Jianping County Court later sentenced him to ten years. He was first detained in Jinzhou Prison and then transferred to Shenyang No. 1 Prison, where he died as a result of torture on May 22, 2022, at the age of 56.

Shortly after Mr. Yin was sentenced, his wife, Ms. Fu Jinghua, who was also in displacement, died in her rental place on December 31, 2019, succumbing to years of persecution for their shared faith in Falun Gong.

Persecution in 2021

In 2021, 25 Falun Gong practitioners in Liaoning Province died of persecution. At least 141 people were sentenced, and at least 101 practitioners were tried. The sentenced practitioners were fined for a total of 670,000 yuan. The longest sentence was ten years, and the oldest sentenced practitioner was 85. Thirty practitioners were over the age of 70. Another 501 practitioners were arrested and had their homes ransacked.

Ms. Liu Xiaohong, a nurse from the No. 4 People’s Hospital of Dalian City, was arrested on November 24, 2020. The Ganjingzi District Court later sentenced her to seven years. She appealed the verdict, but the higher court ruled to uphold her original verdict.

In a group sentencing, seven practitioners of Chaoyang City stood trial on December 16 and 17, 2021, and were sentenced by the Lingyuan City Court.

- Mr. Zhang Kunshan, in his 50s, was sentenced to seven years. He has appealed the verdict.- Ms. Yu Shufen, 56, was given three years and two months. She appealed the verdict and was rejected.- Ms. Li Jing, 65, was sentenced to three and a half years.- Ms. Wu Yanling and her husband Mr. Wang Zhongxue, both in their 60s, were given three and two years respectively.- Ms. Liu Sulan, 76, was sentenced to one and a half years.-Ms. Wan Guiying, 73, was sentenced to one year.

Mr. Liu Xiyong, of Dalian City, Liaoning Province, was sentenced to three years in prison for talking to people about Falun Gong in February 2017. He was admitted to Dongling Prison in Shenyang City on April 9, 2018. When his term expired on April 8, 2021, the authorities transferred him to the Jinzhou District Detention Center in Dalian City and sentenced him to another four years in prison. He was admitted to Dalian No. 3 Prison on September 28, 2021. Three months later on December 9, 2021, he was rushed to Dalian Central Hospital due to his deteriorating health. His family repeatedly asked that he be released on medical parole, but were denied by the prison. He died on December 29, 2021. He was 81.

Persecution in 2020

In 2020, at least 20 deaths due to the persecution were recorded in Liaoning, the highest among all provinces. Seven of them died while in custody, while others passed away shortly after being released from prison or due to long-term persecution.

In addition, 74 practitioners were sentenced and fined a total of 126,000 yuan. The longest sentence was 7.5 years. Twenty of the sentenced practitioners were 65 or older, and the oldest practitioner was 82.

Persecution in 2019

In 2019, 91 Falun Gong practitioners in Liaoning Province were sentenced. The oldest was 81, and the longest sentence was eight years. The fines totaled 227,000 yuan.

Ms. Li Yanqiu, of Jinzhou City, was secretly tried by the Taihe District Court on January 21, 2019, and sentenced to five years in prison. She was taken to the Liaoning Provincial Women’s Prison on February 19, 2019, where she was force-fed. The prison guards also stripped her naked and locked her in solitary confinement. She was tortured to death on March 4, 2019, only 14 days after her prison admission. She was 52.

Cancer-stricken Man Dies Days After Being Denied Medical Parole, Still Shackled in His Final Moment

Mr. Teng Yuguo, a Shenyang City, Liaoning Province, was arrested on October 13, 2020, and sentenced to five years by the Yuhong District Court around February 2021. He developed colon cancer and incontinence around May 2022 while serving time in the Dongling Prison. Yet the prison authorities refused to release him on medical parole. He was so weak that he didn’t even have the strength to sit up. He didn’t have bowel movements, either.

Mr. Teng passed away at the age of 67 on December 2, under tight surveillance. The guards still didn’t allow his family to get close to his body or dress him. Instead, they hired a company to handle his makeup. Also under tight surveillance, Mr. Teng’s body was taken to a funeral home and cremated on December 4.

His wife couldn’t fall asleep for days and often burst into tears over his death. She said as soon as she closed her eyes, she saw the scene of her emaciated and dying husband, still shackled in the heavily guarded hospital bed.

82-year-old Man Dies due to Mental Distress from Wrongful Prison Sentence

Mr. Zhou Shaotang of Panjin City, Liaoning Province, died on November 17, 2022, after he succumbed to the mental pressure of a wrongful one-year sentence for practicing Falun Gong. He was 82.

Mr. Zhou was arrested on January 13, 2021, for talking to people about Falun Gong at a community fair. The police took him home and confiscated his Falun Gong books. As both he and his wife suffered medical episodes, the police didn’t take him back to the police station but came back every three days to harass him.

The Xinglongtai Court tried Mr. Zhou on September 28, 2021. His family took him there in a wheelchair. He fainted during the session due to high blood pressure, and the judge adjourned the hearing.

Given Mr. Zhou’s condition, the judge held another hearing at his home in early December 2021 and sentenced him to one year of residential surveillance on December 8. They left a cell phone at his home to monitor his daily activities.

The sentencing and cellphone surveillance were too much for Mr. Zhou. He developed a lung condition and died on November 17, 2022.

Wrongfully Convicted Woman Dies Days After Being Denied Medical Parole

Ms. Liu Hongxia, a 47-year-old Falun Gong practitioner, was denied medical parole despite her critical condition and died on November 8, 2022. Ms. Liu, of Dalian City, Liaoning Province, was arrested on October 28, 2021, for putting up posters about Falun Gong. She started a hunger strike on February 14, 2022, to protest the persecution.

When her lawyer went to visit her on February 28, 2022, he was told that she had been moved to Xinhua Hospital, which is associated with the Dalian City Detention Center and local prisons. In the hospital, Ms. Liu was tied to a bed, force-fed, and injected with unknown drugs. She was denied all visits, including by her lawyer and family.

Judge Guo Danhua of the Ganjingzi District Court tried Ms. Liu virtually and sentenced her to four years on July 13, six days after she was taken back to the detention center. No one in her family was allowed to attend the hearing. Her lawyer’s request to postpone the proceedings was also denied. Ms. Liu was so weak and emaciated that she couldn’t even sit up and slumped in her chair during the entire proceedings.

Ms. Liu was extremely weak when her family was allowed to visit her on October 29. She began to bleed from her mouth and nose on November 4. Thinking that she would die in a few days, the doctor asked her family to bring her child to see her for the last time. The visit was monitored by a police officer. Ms. Liu passed away on the morning of November 8.

Sentenced to Prison While Still in a Coma, Math Tutor Passes Away

Mr. Ding Guochen was still in a coma when he was sentenced to two years for practicing Falun Gong. The math tutor from Dalian City, Liaoning Province passed away two months later, on April 30, 2022. He was 51 years old.

Mr. Ding was arrested during a police sweep across the province on July 11, 2019. The arrest came as part of the Chinese Communist Party’s effort to “maintain stability” ahead of its 70th anniversary since taking power in 1949. At the Jinzhou Detention Center in the evening, he held a four-week-long hunger strike to protest the arbitrary detention and was force-fed. He lost his hearing and had a stroke as a result of the abuse. He was then released on bail on October 19, 2019.

Mr. Ding had another stroke on January 27, 2021, and fell into a coma. He never regained consciousness and remained in a vegetative state. Despite his condition, the Jinzhou District Court sentenced him to two years with a 5,000-yuan fine on February 23. He passed away two months later. He was survived by his wife and two children.

Prison Administration Bureau Refused Man’s Medical Parole Until One Day Before His Death

Less than one month after Mr. Li Zhendong was admitted to prison to serve a 3.5-year term, he developed severe ascites and was unable to eat. When his family visited him in the hospital, Mr. Li was emaciated, yet his belly was severely swollen and he had to undergo a daily procedure to remove the excess fluid. Despite his condition, the prison guards still handcuffed him to the hospital bed and watched him around the clock.

Mr. Li’s family applied for medical parole but was turned down. The prison also demanded they cover all of his medical fees. He fell into a coma on November 9 and had a persistent high fever of 105.8 °F.

The guards monitoring Mr. Li reported his condition on the morning of November 12. Two officers from the Shenyang City Prison Administration Bureau came to the hospital to check on him. After the doctor confirmed that Mr. Li might not survive that evening, the prison administration produced a medical parole approval notice and told the four guards who had been monitoring Mr. Li to leave the hospital.

Mr. Li’s wife, daughter, son-in-law, brother and sister went to the hospital and stayed with him. He passed away at 5 a.m. the next day. He was 68.

Aviation Engineer Mr. Hu Lin Persecuted to Death

Mr. Hu Lin was an aviation engineer. He was arrested on May 23, 2019, and taken to the Faku County Detention Center. While there, he was often beaten. He went on a hunger strike to protest the persecution. The guards handcuffed his limbs in a spread eagle position to a bunk board. They also force-fed him and left the feeding tube in his stomach.

Mr. Hu was sentenced to two years in prison on June 20, 2019. Even though he was in critical condition, the court gave orders to transfer him to Kangjiashan Prison on October 30, 2019. He became emaciated and didn’t even have the strength to turn over. The prison authorities refused to release him and did not provide him with any medical treatment. They claimed that they would not release him even if he died since he refused to renounce Falun Gong. Mr. Hu passed away on February 16, 2020.

Liaoning Man Dies While Imprisoned for Practicing Falun Gong

Mr. Zhang Zhencai and his wife, Ms. Zhang Lianrong, of Heishan County, Liaoning Province, were arrested on July 14, 2019, for distributing informational materials about Falun Gong. The police ransacked their home the next day and confiscated their Falun Gong materials and other personal belongings.

The local Procuratorate approved their arrests on July 29, 2019. They were later sentenced by the Heishan County Court, with Mr. Zhang being given 23 months and Ms. Zhang 26 months.

Mr. Zhang was taken to a prison in Dalian City. A prison guard called his family on January 23, 2020 to say that he had been diagnosed with pancreatic cancer. Two weeks later, the prison informed his family that he had passed away on February 7.
