Yin Sirong Transferred to Xinjin Brainwashing Center Immediately After Forced Labor Term

(Clearwisdom.net) Falun Gong practitioner Mr. Yin Sirong was scheduled to be released on May 1, 2011, after spending one year and nine months in detention with the seventh team of the Xishanping Forced Labor Camp in Chongqing. However, instead of being released, he was transferred to the Xinjin Brainwashing Center under orders from the Xishanping Forced Labor Camp, the local Chongqing 610 Office, and Fuqing Road Police Station.

On May 1, Mr. Yin's family traveled from Chengdu City to Chongqing, planning to take him home after his release from the labor camp. However, they were told by labor camp authorities that Mr. Yin's term had been extended until May 10, because he refused to give up his belief in Falun Gong. The authorities told his family that they would not release him to their custody unless the family was accompanied by the local police and officials from the local neighborhood committee.

Mr. Yin's family arrived in Chongqing on May 9. On the afternoon of May 10, Su Xi, head of the Fuqing Street Neighborhood Committee's security team in Chengdu, Hao Shuai, head of the Comprehensive Management Office, Diao Linbo, deputy police chief of Fuqing Street Police Station, and police officer Tan Zheng went to the forced labor camp. They put Mr. Yin Sirong into their vehicle and drove away. When Mr. Yin's wife wouldn't leave her husband's side, they forcibly pushed her away.

After Mr. Yin's family returned to Chengdu, they went to a police station to request his release. The police station authorities told his family that Mr. Yin would be taken to the Xinjin Brainwashing Center. When the family appealed to deputy police chief Diao Linbo, he told the family to petition the local neighborhood committee.

Mr. Yin's family then went to the local neighborhood committee day after day, but could not find the person in charge. On May 19, the family finally found Hao Shuai, a high-level official in the Comprehensive Management Office for the local neighborhood committee. They asked Hao Shuai why Mr. Yin had been sent to a brainwashing center, and requested his release. Hao Shuai replied, “This was an order from my superior. Any Falun Gong practitioners who refuses to 'transform' must be sent to the Chengdu Brainwashing Center in Xinjin.” Hao Shuai also told them that the 610 Office was in charge. Hao Shuai then telephoned Zhang Xiaochu, director of the Chenghua District Politics and Law Committee's 610 Office, and asked two other people to come over.

After Zhang Xiaochu arrived, he said that he was fully responsible for the order and that the local neighborhood committee had nothing to do with it. He also said that according to a document from his superiors in higher-level government offices, any Falun Gong practitioners who refuse to “transform” must be sent to a brainwashing center. When Mr. Yin's family requested to see the document he mentioned, he said the family had no right to see it, but then later changed his story and said that there actually was no document in writing and that it was just a verbal order.
