Mr. Wei Danquan in Critical Condition, Guards Turn Down Release Request

(Clearwisdom.net) In June 2008, Mr. Wei Danquan was sentenced to four years in prison by a Shanhaiguan Court. On July 24, 2008, he was taken to Jidong Prison, Tangshan City. Because of long term torture, he developed severe tuberculosis, heart disease, pleura inflammation, and other health problems. His family members requested his release on medical parole, but the guards turned them down.

On May 18, 2010, one of Mr. Wei's relatives went to see Dong, the chief of the Division of Prison Administration of Jidong Prison, and asked to visit Mr. Wei. He went to the physician in charge, He Wei, to find out more about Mr. Wei Danquan when he was in the No. 4 Ward and was treated in the hospital. He Wei said that, on April 30, 2010, Mr. Wei Danquan was X-rayed in Nanyan Hospital, which revealed that he had tuberculosis in the left upper lobe of this lung, and fluid had accumulated in the lung. He coughed, had blood in his phlegm, and chest pain. The relative met with Mr. Wei and found him to be extremely thin, all skin and bones. He knew that on May 11, 2010, Mr. Wei had lost consciousness. The relative asked Doctor He how Mr. Wei was treated. The doctor replied that Mr. Wei had regained consciousness by himself.

On May 19, 2010, the relative went again to the No. 4 Ward, this time to to meet with Li Delin, the director. Li said that Mr. Wei had been taken to Nanyan Hospital for a physical. At 1:40 p.m., Mr. Wei came back and met with the relative. Mr. Wei's face was red and he was too weak to speak. At 3:00 p.m., Director Li brought the X-ray and forwarded it to doctors in the Fengnan District, Zheng Hongchao and Li Guiyong. Their joint diagnosis: Mr. Wei Danquan's TB had progressed to calcification so it was not necessary to administer anti-TB drugs. The family said that the diagnosis was not correct based on Mr. Wei's symptoms. They asked, "How would you, Director Li, explain it?" Li said, "We are overseen by the Department of Medical Affairs, Nanyan Hospital. If you need an explanation, go ask at the Department of Medical Affairs."

On May 21, 2010, the family went to the Department of Medical Affairs at Nanyan Hospital and asked for an explanation. The official stated, "TB was diagnosed on April 30, 2010. On May 19, 2010, it was diagnosed as 'obsolete TB' in both lungs, so Mr. Wei need not take medication." The family asked, "You know that the side effects of the medication are severe, so why was he required to take the medication at the hospital?" Pei, chief of the department, said that that Mr. Wei stopped taking this medication then. Previously, Mr. Wei was required to take the medication to prevent spreading the disease. The family asked, "If Mr. Wei did not have a contagious disease, why is he still in the contagious disease ward? Does this mean that the officers want other patients to spread diseases to him?" The family also asked why Mr. Wei had had convulsion and lost consciousness. Pei responded that no one knew whether this was real or not.

The family asked for copies of all the medical test records for Mr. Wei since December 2008. Pei said that he needed to ask the director of the hospital for approval. On May 25, 2010, Mr. Wei's B ultrasound and routine blood test reports were handed over. The family then took the X-ray they had gotten from Director Li on May 19 to the Tangshan City Fourth Hospital and Tangshan City Epidemic Hospital. Experts from these two hospitals said that CT scans were needed of both lungs. The convulsions might have been because of TB of the brain. Blood in the phlegm might have been caused by cavities in the lung, showing that the disease was very severe and that he needed to stay in a hospital to receive treatment. They also said that Nanyan Hospital did not have the ability to treat tuberculosis.

On May 27, 2010, the family went to the Nanyan Hospital to talk to hospital President Dong Quansheng about the differing opinions of the experts at Fengnan Disease Control Center and the experts of the two hospitals. He asked why, based on one X-ray, the diagnosis was completely different between experts from two hospitals and the expert from the disease control center.

On May 28, 2010, President Dong told the family that Mr. Wei could go to the Tangshan City TB Hospital to have a physical exam. Now Mr. Wei's family is very worried about Mr. Wei. However, the guards will not allow his release, claiming that his situation does not meet the requirements. Mr. Wei's family is worried about his condition, and whether he might die in prison or the guards might only release him to avoid responsibility when he is close to death.
