(Clearwisdom.net) Ms. Qiu Li is from Qinyuan County, Fushun City, Liaoning Province. She started practicing Falun Gong in 1998. She has suffered persecution repeatedly because of her faith in Falun Gong. Ms. Qiu was illegally detained many times and sent to forced labor camps twice. She was also sent to a mental institution for persecution. She was fined over 10,000 yuan over the years. During the time that she was incarcerated at Masanjia Forced Labor Camp, Ms. Qiu was subjected to inhuman treatment.

On June 21, 2004, while walking along the street, Ms. Qiu Li was apprehended by six or seven police officers led by Wang Xinchuan, captain of the Domestic Security Division of the Qinyuan County Police Department, and Guan Yong, assistant captain of Section One of the Fushun Police Department. They sent Ms. Qiu Li to the Dasha Detention City in Qinyuan County. Three days later, she was sent to Section One of the Fushun Police Department.

At the Fushun Police Department, Guan Yong, who was drunk at the time, tied Ms. Qiu Li's hands behind her back and hung her up from the heating pipe such that her feet couldn't touch the floor. She was repeatedly hung up that way and her hands swelled up as a result. Later, Qiu Li was sentenced to three years in Masanjia Forced Labor Camp.

In order to force Ms. Qiu to give up her belief, prison guard Zhang Zhuohui often separated her from the rest of the inmates. One time, she locked Ms. Qiu in a restroom for several months. She forced Ms. Qiu to listen to slanderous propaganda against Falun Gong. Prison guards also tried to break Ms. Qiu's will by exhausting her. Four or five people, sometimes even seven or eight people, would surround Ms. Qiu and scream and talk at her at the same time. They didn't give her a moment of peace. They kept her up until one or two o'clock in the morning, and sometimes all through the night.

On February 23, 2006, Masanjia Forced Labor Camp established the so-called, "Office of Target and Strike." Since then, the persecution of Falun Gong practitioners has escalated systematically. Prison guards Ma Jishan, Chen Jinling and other inmates forcefully put a prison uniform on Ms. Qiu Li and handcuffed her. They pushed and pulled her through the hallways to publicly humiliate her. Ms. Qiu was put in solitary confinement for over a month. There was almost no heat in the solitary confinement cell. Sometimes Ms. Qiu was forced to listen to loud broadcasts of anti-Falun Gong propaganda. She was force-fed every day and only allowed limited use of the restroom. She was not allowed to wash herself, brush her teeth, or otherwise keep herself clean. At night, she was handcuffed to the cold floor.

Prison guards Ma Jishan and Liu Yong brought a group of male prison guards into Brigade One and Two. They brutally tortured Falun Gong practitioners who adhered to their beliefs. The cruelest method they used was the "Big Hang Up", in which one hand of a practitioner is cuffed to an upper frame of one bunk bed and the other hand to the lower bed frame of another bed, and the two beds are pulled in opposite directions. In this torture, one can neither stand straight nor squat down. Sometimes the feet are bound together as well. It is extremely painful to have the body pulled this way. Practitioners were not allowed to eat or use the restroom while they were tied like this, and they were thus forced to relieve themselves in their clothing. They were handcuffed 24 hours every day, even when they were sleeping. When practitioners slept, both hands were cuffed to one pole so they couldn't turn. All the imprisoned practitioners in Brigades One and Two have experienced this torture.

Practitioners Ms. Qiu Li, Ms. Liu Guiyuan, Ms. Huang Sumei, Ms. Meng Guiqiu and Ms. Zhou Hua were subjected to the "Big Hang Up" for over a month. The guards did not let them use the restroom, wash or change clothes during that period of time. Each practitioner was locked in one room. Every day they were handcuffed in a painful position such that they could not stand up or squat down, but could only bend over. Their arms became numb from being handcuffed. Every day, the guards force-fed Ms. Qiu Li four times. She was handcuffed to the bed frame even at night.

On April 10, Ms. Qiu Li was transferred to the No. 1 Brigade, No 3 Section of the No. 1 Institute at Masanjia. While she was there, she was beaten by inmate Wang Liying, and others, many times. A lot of her hair was pulled out during the beatings.

Because Ms. Qiu Li went on a hunger strike to protest the persecution, the captain of the No. 3 Section, Chen Qiumei, incited other inmates to torment her. Ms. Qiu Liu could hardly walk due to her hunger strike, and she had muscle atrophy in her legs. But guard Chen Qiumei still forced her to work. When Ms. Qiu refused to cooperate, Chen ordered inmates Bi Chunrong and others to drag her out to work. Later, they used a blanket to carry her out. Every morning, the inmates carried Ms. Qiu on a blanket from the third floor to the ground floor, causing her back to bounce along the stairs.
